Abstract
This study aims to link the model of citizen law suits to government eco-unfriendly action. This government action caused a loss to the communitys right to a good and healthy environment. Citizen law suit is the right suit model to sue the Government in evaluating and improving all efforts and policies to address problems over government actions that are eco-unfriendly. Citizen Law Suit is a means of legal protection for the community in fulfilling citizens rights to a good and healthy environment. One form of this citizen law suit is found in Supreme Court Decision No. 31 K / Pdt / 2017 which stated that the defendant was negligent in providing fulfillment and protection of human rights for water to the citizens of DKI Jakarta and ordered that the management of drinking water be restored in the DKI Jakarta Province. If the lawsuit is filed in an unlawful or default manner, then the courts decision to order the management of drinking water in the DKI Jakarta province will not be carried out.

Abstract
By referring to the data of Capital Investment Coordination Board throughout the year 2018, the realization of foreign capital investment (Penanaman Modal Asing or PMA) has reached a value of 293.7 trillion rupiahs. Java Island is still categorized as one of the biggest foreign capital investment destination compared to other destinations. Meanwhile, tertiary sector (i.e., sectors of electricity, gas and water; construction; commerce and reparations; hotels and restaurants; transport, warehousing and telecommunications; housing, industrial areas and office space; and other services) are recorded much more superior than the primary and secondary sectors. However, there has been significant worries about the emerging foreign capital investment that will subsequently contribute to the downfall of the sector of micro, small and medium enterprises (Usaha Mikro Kecil dan Menengah or UMKM) in indonesia. In contrast, the change of Investment Negative List (Daftar Negatif Investasi or DNI) does not affect the development of UMKM because the rate of competitiveness between domestic and foreign investment is basically different. The efforts to balance between PMA and the development of UMKM should be based on the Principles for Responsible Investment (PRI). Some related principles, such as society, environment, and government should be a concern for the foreign investors in PMA. This article tries to analyze the regulations either in the region or national in order to make an easy climate of business (ease of doing business) and to protect UMKM by accommodating PRI in regulation formations especially for PMA. The first issue focused on the national regulation formations while the second issue stressed on the local regulation analysis, especially in Java island which has more foreign investment.

Abstract
(Stanojevic, Vranes, & Gokalp, 2010) explain about green accounting concept. They explained that the environmental damaged phenomenon is caused by the uncontrolled natural resources exploitation regarding to the industry activities which are worse by the time. The industry created negative impact such as air pollution, water pollution, poisonous waste and natural damage. It is Industrial-s responsibility to take these issues to be informed to their report. Nowadays, industry are supposed to not only focusing on business but also the environmental effect of its business. This concept is called sustainable development. Sustainable development is development that full fill current necessities without neglecting the supply of future generations in full filling their necessities (The Brundtland Report, 1987). KPMG in 2017 hold survey about hows industries in worldwide concern about sustainability of reporting with N100 and G250 approach. The result shows that industry are concern about their responsibility in reporting their environment issues through sustainability report, under N100 it is increase from 33% in 2005 to 45% in 2017 and under G250 it is increase from 30% in 2005 to 67% in 2017. Meanwhile how about in Indonesia, Industries in this country had aware regarding to these issues, therefore purpose of these research is analyzing the analytic of government role (peraturan menteri lingkungan hidup nomor 3 tahun 2014 tentang program penilaian peringkat kinerja perusahaan dalam pengelolaan lingkungan hidup) in supporting sustainable environmental development and economical growth. The result shows that the PROPER stimulate the industry to perform sustainability. The positive word are shown after the law and regulation about PROPER is applied meanwhile before its applied the topic shows the negative word. However PROPER stimulate industries to control the management of waste and pollution. PROPER isnt guarantee that industries with “EMAS” is not producing pollution or waste.

Abstract
Abstract The development of life in society, especially in urban areas, is marked by technological advances. The existence of this technological advancement makes all things in all aspects of life more effective and efficient. One of the technological developments in the city today is the creation of the idea of "smart city" which is a city that has integrated information and communication technology in everyday human activities and aims to improve efficiency and improve services in the public sector and of course to improve welfare residents. In Indonesia, there are already several cities that implement the "smart city" idea, one of which is the city of Surabaya, which is a city that has "smart city" ties for 3 consecutive times. In the "smart city" applied by the City of Surabaya, there are 6 important elements, namely government, living, economy, branding, and society. However, in the implementation of "smart city" in several cities in Indonesia, there are still some obstacles, one of which is the lack of the creation of a rule of law as an umbrella for the application of the "smart city" idea. Since then, if there is no regulation, every city which wants to implement the "smart city" idea arises doubts. So it is very necessary for the role of law to support the development of various new policies that will be implemented by a city, one of which is by generating to a legal product as an instrument in policy enforcement.
